Prime Minister Hun Sen has publicly accused the Secretary General of the Association of South East Asian Nations (Asean), Dr. Surin Pitsuwan, of interfering in the international affairs of Cambodia in a public speech on Monday morning, reports Kampuchea Thmey.
Last week, Dr. Surin Pitsuwan, who is a Thai citizen, commented that Cambodia's test-firing of 200 BM-21 rockets on 4th March sent the wrong signal to the world that the Asean region is unstable.
Mr. Hun Sen, speaking before hundreds of disabled veterans and diplomats in Kampot province, said that Dr. Surin's comment "could be considered as an interference in the internal affairs Cambodia which is a member of Asean". He also accused Dr. Surin, who is former Thai Foreign Minister, of taking side in the year-long Khmer-Thai border disputes. "I think that to make such comments, he is not fit to serve as Secretary General of Asean because the role of the Secretary General is very neutral", Hun Sen said.
Cambodian Foreign Minister Hor Namhong had personally written to Dr. Surin to express Cambodia's outrage at his comments. Mr. Hun Sen warned that he will attack Dr. Surin at the upcoming Asean Summit in Hanoi if he did not reply to Mr. Hor Namhong's letter. "What does your comment about Cambodia's internal affairs mean? I might raise this issue at the Asean Summit in Hanoi to criticise the Asean Secretary General at that Asean Summit. It is better for Mr. Surin Pitsuwan to reply to His Excellency Hor Namhong's letter now as a prevention, because I will attack and no one has the right to stop me from speaking", Hun Sen said.
Mr. Hun Sen said even though he became Asean member after Dr. Surin, he knew the Asean better than Dr. Surin. "I wish to lecture you here: Even you become a member of Asean before me, you have done less works for Asean than me. I used to be the chairman of Asean (Summit) also, I knew Asean well and I am a politician and a person who is among the longest-serving (leaders) along with the Sultant of Brunei", said Hun Sen.
Hun Sen added: "Cambodia's military exercise did not bother your head and those rockets did not hit your head because we fired them near Phnom Penh, but if we fired them near the Thai borders then you can express your concerns".
Mr. Hun Sen accused Dr. Surin of being "crazy/silly" at doing his works as Asean Secretary General. "The Asean Scretary General is silly with his works. Asean is an association, but he reacted on behalf of someone. Now I hit back and I will raise this issue (Dr. Surin's comments) to criticise the AseanSecretary General in the Summit. I wish to send a message throught the Ambassador of Vietnam who is the chairman of the Summit. I will raise the issue, if there is not correction (from Dr. Surin), to warn the AseanSecretary General", he said..
Mr. Hun Sen accused Dr. Sunrin of not consulting with other Asean leaders before making the comments about Cambodia's rocket tests. He also accused Dr. Surin of not taking any actions against Thailand when it fired more than 10 rounds of rockets into Cambodian territories during its military exercises along the Khmer-Thai borders last year.
Mr. Hun Sen said last year, Thai troops three times fired a total of 10 rockets into Cambodian territories during its military exercises along the Khmer-Thai borders. Thailand wrote a letter of apology and that it was the end of the story. He said, however, that if Cambodia firedrockets into Thai territories it would be a very, very big deal.
Mr. Hun Sen advised Dr. Surin, who is a Thai citizen, to help end political chaos and militant attacks in southern Thailand. He said Cambodia does not want any trouble with Thailand, but just want Thailand to withdraw its troops from Cambodian territories and that would be the end of the story.
