ហ៊ុន ម៉ានី៖ យុវជនត្រូវរក្សា និងឲ្យតម្លៃសន្តិភាព

នៅក្នុងសេចក្ដីប្រកាសរួមរបស់ក្រុមប្រឹក្សាយុវជនអាស៊ី និងសហភាពសហព័ន្ធយុវជនកម្ពុជា ដែលចេញផ្សាយនៅថ្ងៃទី២៧ ខែកុម្ភៈ ឆ្នាំ២០១៦ នេះ លោក ហ៊ុន ម៉ានី បានថ្លែងថា សន្តិភាពមិនគួរត្រូវបានមើលរំលង ឬមិនយកចិត្តទុកដាក់នោះទេ។ នៅក្នុងលិខិតដដែលថា ៖«ហានិភ័យខ្ពស់បំផុតសម្រាប់សង្គ្រាម ឬវិវាទអាចកើតឡើងជាថ្មី ដោយសារយុវជនមិនបានយកចិត្តទុកដាក់គ្រប់គ្រាន់ក្នុងការថែរក្សាសន្តិភាព និងមិនឲ្យតម្លៃ»។

នៅក្នុងលិខិតដដែលថា សន្តិភាព និងប្រជាធិបតេយ្យ គួរតែត្រូវបានពិភាក្សាជាមួយគ្នា ពោលគឺវាមិនមែនជារឿងដែលត្រូវជ្រើសរើសមួយ និងចោលមួយឡើយ ខណៈដែលសុខុមាលភាពរបស់ប្រជាពលរដ្ឋ ត្រូវបានចាត់ទុកជាអាទិភាពចម្បងសម្រាប់សង្គមជាតិ នីមួយៗ។ លោកហ៊ុន ម៉ានី បានគូសបញ្ជាក់ថា៖ «ក្រុមប្រឹក្សាយុវជនអាស៊ី ត្រៀមខ្លួនរួចជាស្រេច ដើម្បីធ្វើជាតំណាងសំឡេងយុវជនអាស៊ី តែមួយនៅក្នុងឆាកអន្តរជាតិ ក្នុងការទាក់ទាញមតិគាំទ្រ ដើម្បីសន្តិភាព ស្ថិរភាព សាមគ្គីភាព សង្គម និងវិបុលភាពរួម»។

ដើម្បីចូលរួមចំណែកថែរក្សាសន្តិភាព និងទប់ស្កាត់នូវវិវាទនៅក្នុងតំបន់ ក៏ដូចជាឆាកអន្តរជាតិ ក្រុមយុវជនក្នុងតំបន់អាស៊ី ដែលមានឈ្មោះថា ក្រុមប្រឹក្សាយុវជនអាស៊ី (AYC) នោះ កំពុងធ្វើសន្និបាតប្រចាំឆ្នាំ២០១៦ នៅក្នុងប្រទេសកម្ពុជា ចាប់ពីថ្ងៃទី២៥ ដល់ថ្ងៃទី២៨ ខែកុម្ភៈ។ សន្និបាតនេះ ក្រុមយុវជននឹងបើកការពិភាក្សាផ្ដោតជាសំខាន់ទៅលើប្រធានបទ «សន្តិភាព ប្រជាធិបតេយ្យ និងភាពជាដៃគូ ក្នុងតំបន់ ឆ្ពោះទៅរកគោលដៅ អភិវឌ្ឍន៍ប្រកបដោយចិរភាព»។

លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន មានប្រសាសន៍នៅក្នុងសុន្ទរកថាបើកវេទិកាយុវជនអាស៊ី ដែលយុវជន១១១នាក់ មកពី១៧ប្រទេសក្នុងទ្វីបអាស៊ី ដោយបានប្រាប់យុវជនអន្តរជាតិទាំងនោះថា ប្រសិនបើតំបន់អាស៊ី និងប្រទេសនីមួយៗនៃទ្វីបនេះមានសង្គ្រាម នោះយុវជនមិនអាចជួបជុំគ្នាក្នុងវេទិកាយុវជនអាស៊ី បានឡើយ។

PM’s Son Warns that Civil War is Possible

Cambodia could be headed to another civil war if the country’s young people fail to appreciate and preserve the peace achieved after decades of civil conflict, Hun Many, the son of Prime Minister Hun Sen, said over the weekend.

Mr. Many made the comment in a letter issued by the Union of Youth Federations of Cambodia (UYFC) and the Asian Youth Council (AYC), both of which he leads.

“There is a high risk of another war and crisis due to the carelessness of the youth in terms of their lack of appreciation of peace and preservation of peace,” the letter read, adding that Cambodian youths put the importance of their own comfort above peace and democracy, concepts he said should be always be discussed together.

“AYC is ready to represent the only voice of the youth in Asia as well as the youth in the world in order to gain support for peace, stability, unified societies and common prosperity,” the letter said.

Sorrow, Confusion for Villagers Who Test Positive for HIV

More than 200 villagers from Peam village, young and old, came to the village chief’s house yesterday to do blood tests for HIV. Four tested positive for the virus that causes AIDS, but uncertainty remains about the total number of villagers with the disease.

The mass HIV test by the Ministry of Health was requested by local authorities after a blood test on February 6 by officials from Samdech Ouv Hospital found that 14 of the villagers were carrying HIV. Some of the people who have tested positive in yesterday’s tests recounted feelings of shame and fear, and said they were worried about being shunned by their neighbors because of a disease that is often stigmatized and little-understood.

Ms. Chenda, a 65-year-old woman living in the village, said she was hiding in her house to avoid contact with villagers and to conceal the fact that she has tested positive for HIV.

Court Summonses Replace Land for Ethnic Communities in Ratanakkiri

What used to be family-run cashew farms are now a rubber plantation while about 60 families in Lumphat district’s Batang commune say all they have to show for land that was once theirs are folders with summonses to police stations and the Ratanakkiri provincial court. These that date back more than a decade, during which they say “the company” nibbled away at their land till there was nothing left except the small plots of red soil their homes sit on.

“When people from ethnic minority groups are involved in land disputes with companies, we get jailed until they get the land,” explains Sven Vev, 43, at his home. His tone is matter of fact – as his two daughters play nearby.

Once he had to flee to the forest for two months after other residents of his village helped him escape a court before he was about to be jailed for protesting against rubber company DM Group, he recalls. All he did was say the land was his not the company’s, he says as he opens a folder containing summonses that date back a decade and begins flipping through them.

He says the documents will help him explain that he was not only battling a company, he was also up against a court. “The summonses are evidence to show my son and daughters, so they can know about the history of our land dispute, and how we lost to a company and the court,” he explains. “All we have left of our land is the summonses we got for trying to save it.”

Do-gooder or Lawbreaker? Court Hears Case of Unlicensed Construction

The Koh Kong provincial court held hearings yesterday in the case of a representative of the Chong ethnic minority accused of constructing a building without a license. The accused, 36-year-old Ven Vorn, said he had the governor’s approval to erect an administrative office and classroom, but the district forest administration last October filed a complaint accusing him of doing so without permission.

Rights advocates from the province, meanwhile, have said that politics may be the real motivation behind the trial. Kong Chet, coordinator for human rights organization Licadho in Koh Kong, said that the district governor pushed through the prosecution as revenge against Mr. Vorn for leading a protest against a nearby hydropower dam.

Mr. Vorn was arrested last October after purchasing eight cubic meters of wood from locals to build an office in Ain Chrok Russei village. He said the administrative building was intended to handle increasing tourism to the Areng region and serve as an office for the community.

Timber Tycoon Given Honorary Doctorate

Tycoon Try Pheap, famous for his timber deals and former role as one of the prime minister’s many advisors, was granted an honorary doctorate in economics by IIC University of Technology yesterday for what its rector described as his infinite contributions to the nation’s development.

“The award of honorary doctorate has a very high value because this title is given only to eminent people who have served and developed the country in a very decent and respectful manner,” IIC rector Chhuon Chanthon said, adding that he was one of 15 professors on the committee that granted the honorary doctorate in economics to the tycoon.

Their decision was made carefully, he said.

Mr. Pheap merits a doctorate, the rector insisted, because of the pivotal role he has played in the Kingdom’s development. “Our committee supports him 100 percent because he has helped the nation a lot. His achievement is huge,” Mr. Chanthon said, noting that Mr. Pheap had risen from humble beginnings to high status.

Im Chaem Case Put on Fast Track to Possible Indictment

The Khmer Rouge Tribunal’s investigating judges on February 5 ordered the court to split Im Chaem’s case off from Case 004, putting her on the fast track to a possible indictment while judicial investigation continues into the other Case 004 defendants, Ao An and Ta Tith.

Mrs. Chaem allegedly organized murders and mass exterminations at the Phnom Trayoung security center and Spean Sreng forced labor camp in Banteay Meanchey, where she served as district chief for the Khmer Rouge. She was charged in absentia by former co-investigating judge Mark Harmon last March, despite opposition from Prime Minister Hun Sen, who said expanding the prosecutions could unleash civil war. The judicial investigation into Mrs. Chaem concluded on December 18, 2015, and the defense and prosecution were given the opportunity to request further information. Now that no new requests have been received, Mrs. Chaem’s case has been split off into case 004/01 so that the decision on whether to indict her can be reached as quickly as possible, the court announced yesterday.

Ministry Removes Officials from Office for Skipping Work

The Ministry of Interior has removed four Oddar Meanchey provincial officials from office, including former deputy governor of Anlong Veng district Nhem En, for failing to show up for work, according to a ministry letter received by Khmer Times yesterday.

According to the letter issued on December 12 last year by the Ministry of Interior and signed by deputy prime minister Sar Kheng, Mr. En, Chhit Chhuk, Sin Mano and Oeun Ratana have been removed from their positions.

“The reason the Ministry has decided to remove them is because they abandoned their jobs,” the letter read.

The letter also said that a number of government officials, including the general secretary of human resources at the Ministry of Interior, had to follow the announcement as of the day of its signature.

Water Supply Authority Director Shoots Back at Corruption Charges

The General Director of the Phnom Penh Water Supply Authority (PPWSA) yesterday denied a slew of corruption allegations published by the Anti-Corruption Unit (ACU), including one that he hired 500 employees after they paid $3,000 apiece for a job. The PPWSA – once a beacon of success and transparency in the Cambodian government – has come under fire recently, with charges of a corrupt hiring process and bribery.

PPWSA director Sim Sitha’s open letter to the ACU, published yesterday on the ACU’s website, said that only 313 employees had been hired between 2013 and 2015, and that none had been required to pay for their positions.

In his letter, Mr. Sitha said he recruited the employees in response to the actual needs of the Water Supply Authority. He also defended the PPWSA’s bonus policy, which gave raises to many of its employees, saying that the decision to give the raise was reached by a committee.

A Prayer from Rattanakkiri

O’Chum district, Ratanakkiri –The buffalo could not be allowed to sleep; it had to be kept awake overnight. If it slept before the ceremony in which it was killed was over, even more misfortune would have followed, members of the family who held the ceremony in Kalai II village in Ratanakkiri province explained.

Five or six men took turns circling the animal, which was tethered to a post outside the home of Mr. Thakin’s family, chanting, dancing and banging brass kongs (gong-like instruments) to keep it alert from Tuesday morning to about 8 am last Wednesday when it was finally killed.

On the first morning the buffalo moved in circles, watching them warily, but as the day progressed it became almost motionless. By evening it only moved its neck. By dawn only its eyes. Its legs were trembling, but it did not lie down.

Only when a long blade, normally used to cut bamboo, was used to slice a tendon in its left hind leg did it start moving again – jolting and stumbling in circles at the end of the three-meter-long rope.

From the hammock beneath his home in Sre Ko village along the southern banks of the Se San River in Stung Treng province, Fort Kheun remains adamant that he will not relocate to make way for the 336-kilomter reservoir that will stretch behind the Lower Se San River Dam after it is built.

He wants construction of the dam to stop, but he has a strategy for remaining in his home if it proceeds. “I will buy 600 bamboo trees to make a floating house,” he said. “When the reservoir covers my home we will float above it, so that I can still live in my village.”

Mr. Kheun is one of the more outspoken critics of the $816 million, 75-meter high dam that will displace 5,000 people to supply electricity to five provinces. “Electricity?” he asks angrily. “Our village can survive without electricity. We don’t need it.”

He also has a message to the companies constructing the dam. “Please go away, you have only just started your project and my forest is going, my wild animals are fleeing to other countries. Is this protecting nature?”
